Q: Can install iCloud Photo Library

I am trying to set up ICloud Photo Library on my rather new MacBook Pro 13" with Retnia

Instructions say :

   System Preferences> iCloud> Options    

Following this path to Options  I get t only 2 choices:   “my photo stream:   and    “iCloud photo sharing.”     Both of these are checked

I have also tried System Preferences> Photo> Options    (Photo is listed below iCloud)

   Photo> Options     Options lists only one choice: a list of approximately 10 APPs that store  docs and date.  All these APPs are checked.

What am I doing incorrectly?
