I cant go on Instagram or Clash of Clans with the wifi at my huse, but when I go to other peoples houses, or use hotspots, thw apps work

After reviewing your post, it sounds like the iPad is able to connect to other Wi-Fi networks. It is only having trouble on your Wi-Fi network. I would recommend that you read this article, it may be able to help the issue.
