iPhone 5s screen is fuzzy 2/3 of the screen.

after I downloaded an app from the App Store my iphone 5s 1/3 of the way down got shaky and turned fuzzy from a line 2/3 Downto bottom of screen. what in the world is going on and how do I fix it? I turned off phone, etc. etc.
