I have bought this phone and it does not let me set it up . it says it is linked to a apple id
That means the phone was Activation locked by the previous owner. Only someone who knows the previous owner's ID and password can remove the lock. If you cannot contact the previous owner, return it for a refund.

Talk to whoever you got it from. That's called Activation Lock. It's a theft deterrent intended to make the device unusable if lost or stolen. There is no way to bypass it. The owner of the account used to lock it will have to remove the lock. If they can't or won't, return it and get your money back. It's a brick.
