This happened to me once before and someone in the community had the answer. Unfortunately I can't remember the steps needed and would appreciate any help

It is a scam.
Force quit Safari and then when you restart it, degrees the Shift key.
I forgot to add that it involves my iPad and with the screen locked I can't find a way to force quit. I hope that helps
You need to unlock the device to force quit Safari.

That looked pretty good to start with. I got the preview and swiped upward and the preview disappeared from the screen. However when I went back to open Safari, the same threat was there now demanding I make payment using PayPal. Thanks for getting involved.
Double tap the Home button, then swipe upwards on the Safari preview.
Go to Settings - Safari - Clear History.
Restart Safari.
You should not have made any payments. It is a scam.
Try and see if you can stop payment with PayPal. Explain to them you were taking by a scam and see if they will prevent the thieves from getting any of your money.
Thank you, that solved it and the other members got me started on the right track. I never even thought about paying them and thanks to you I dodged the bullet (at least until the next time.) I wish somehow they can catch these culprits but I assume they are located far away.
