Did the iOS 8.4.1 update change the Privacy setting for Diagnostics and Usage to "Automatically Send"? It seems that after that update my data usage went sky high - at times when it's not possible that I was using the phone. I'm really bummed because I have a small data plan.

There is a way for you to check what applications are responsible for your cellular data usage. Go to Settings > Cellular and look at the list of apps under USE CELLULAR DATA FOR:
Each app will have a number showing how much cellular data it has used (since the last reset) and there is also a switch that you can turn off or on to allow cellular data for any particular app. See this help page - Cellular settings - iPhone

I have the same issue with my iphone 5s. I did check for CELLULAR DATA USAGE and the Current Period show 275MB. However, when I referred to USE CELLULAR DATA FOR, the sum total of the data (only around 10MB) used does not match. So, I wonder what can cause this to happen? Can you please advise. Thanks.
