Sharing setup fails after account set-up

Trying to set up family sharing on my iMac after replacing hard disk. Sharing was set up previously.

When I go to Set up Family, I get to the part where I need to "Add a payment method to enable Family Sharing". I click add and get to the Edit payment infomation screen. My paypal acct is already selected, and all the info is present. I select "Done", and that's it - the itunes screen closes and nothing else happens - I'm back at the "do you want to be the organizer" screen. Doesn't tell me that its set up or anything...

I'm not getting any closure here.
