Apple TV aluminum remote to pair with Apple TV

Can not get Apple TV remote (aluminum) to pair with apple TV unit. Lights continually flash while Apple TV plugged in. i have tried pairing and unpairing to no avail. Lights just continually flash. TV screen shows Apple TV box and a music logo
