iphone restarting at hoem screen help pls

when i boot my phone (iphone 4) it gets me to enter the password, all fine till when i enter it and gets me to the homepage, the background image is there but no apps, the the iphone restarts... any idea whats going on? plssss help me fix it, since i cannot even enter the setting i cannot disable *find my phone* so i can perform a restore. heeelp
