I removed a 32gb memory chip from a Microsoft Surface RT. Can I insert it into a Macbook Air to increase storage? Where do I put it?
I just bought a Macbook Air 11" and gave my Surface away. I had bought the memory chip to extend the Surface's memory.

No. It's not compatible with Macs. Also, RAM (memory) is soldered to the logic board on a MacBook Air. It can't be modified regardless.

No. The memory in the MBA is not user-replaceable. Furthermore, MBA storage is a proprietary SSD.
