I have tried everything I can think of and still can't get iCloud to work for my Contacts and Calendar in Outlook 2013 on Windows 10.

If you are using iCloud For Windows, note the quote below from System requirements for iCloud - Apple Support
Windows 10 currently isn't supported with iCloud for Windows.
Actually, I found another response that advised me to uninstall iCloud, reboot the computer, download the lastest verison of iCloud, and install it. IT WORKED! My Outlook 2013 operating on Windows 10 now syncs my Contacts and Calendar with iCloud.
Don't uninstall / reinstall. It doesn't work. The installer runs but iCloud does not load the Outlook integration and instead puts you into a repair loop (repair, reboot).
