How do I re-install 10.10.5, was working, now I can no longer print, printer and scanner preference does not work at all

Before re-installing the OS, have you tried 'Resetting the Printing System'? It sometimes fixes odd printing problems. The process will delete ALL printers currently listed in the Printers & Scanners prefs and they will need to be added again:

(the instructions for OS X Lion are also valid for Yosemite)
You may want to try just installing the Epson printer drivers. The Apple supplied drivers are
