Song order is wrong

EVery playlist I have in iTunes, that is loaded to my iphone and iPad over iTunes Match is out of order. Why can't Apple get this right? It shouldn't be hard. I have the playlists setup in iTunes by track number but when I go into Music on my iOS devices, they're all out of whack. If I look for an album that is one of my playlists in Apple Music, it's in the correct order so iTunes Match should be able to see "hey, this is album A, and his is the order it should be in." Rearranging manually works but I have so many that it'like take too long. Any suggestions or is this just an apple known issue that hasn't been fixed? Very frustrating.
