iPhoto/iPhone help

When I go to import photos with iPhoto, the amount it says are there to import, is not the same as the amount on my iPhone

have a new iPhone 6, but backed up from my old iPhone 5, have 5463 photos that I need to import because iCloud is ruining my life.

Running the second latest version of OS. Haven't upgraded yet as I want to sort these issues out first

Any help would be greatly appreciated!
