I cant edit screenshots, due to an 'error' dowloading the photo from my iCloud photo library

When i take screenshot of something and want to edit the photo it comes up with "Cannot Download Photo

There was an error downloading this photo from your iCloud photo library. Please try again later." I have tried everything to fix it and its not letting me? Also its not letting me post certain photos to instagram or Facebook.
