Q: iPHONE 4 Stuck in Factory Reset Loop

iPhone 4 running iOS 7.1.2

My iPhone 4 to start off has a problem connecting to iTunes and charge. The only way it charges is by turning it off while plugged in which isn't convenient for important texts and phone calls. My main problem is that I wanted to factory reset my iPhone 4 because I read online it would fix the whole charging situation. So I went ahead on icloud.com and then just factory reset it. Then mid-way a spiral appeared, I then realized it was in a loop

I followed through the steps and then apple logo with the 8-pin charger appeared on my screen but iTunes didn't open. I'm running 7.1.2 on iOS and I'm using iPhone 4. Also my iTunes I'm not sure if it's on the latest update. Must it be on the latest update?

Also one other fact is that when I hold the power button and home button it restarts my phone like it normally would. But when I use it for about a minute it just factory resets again and gets in a loop once more.

If I understand correctly, the iPhone is restarting on its own when you try to use it. It sound like this article may be helpful.

My iPhone 4 is running 7.1.2 so its at the highest firmware. As for apps I dunno because I can't update it in time before the loop comes around and takes over my phone.

I'm not paying 35 dollar.....also I don't have enough time to find my serial number and/or IMEI because the phone will just go back in a loop before I can finish it
