how do I change my email provider from yahoo to icloud?
I am currently using yahoo mail and want to switch to icloud and drop my yahoo account. So how do I transition and retain my folders and filters?

You can't migrate them directly. You will have to set them up again at the iCloud website. You can create folders, and for filters click the cogwheel icon at bottom left of the Mail page and choose 'Rules'.
