I cannot open my ipod and voice over is on

Have you tried rebooting it by holding both the power and home buttons until the Apple logo appears, takes about 10-40 seconds, then release both buttons.

If you have Siri enabled on the lock screen hold the HOME button and say "turn off voiceover." Otherwise, triple-press the HOME button.
