Totally frozen iPad

I have a 3G IOS 8.3 iPad.

The problem began when I couldn't shut it down. I tried pressing the power and home buttons simultaneously, but it still wouldn't shut down. I reset the iPad through SETTINGS, but the problem persisted. Now I can open any app, but I am unable to navigate or scroll within any app. Totally frozen! Please advise. Thank you.
