why isn't my phone letting me install apps? (iPhone 5s, iOS 8.4.1)

My iCloud account has been acting weird between my MacBook Air and iPhone 5S. I bought more storage for my iCloud about a week ago, and over the past few days, I've tried to download apps onto my phone, and they never load. Also, when I try to call people on my computer, it says that my phone and my computer need to be on the same wifi network in order to do so... but they are. Not quite sure what to do.
