Why am I not able to use my recovery email to change my forgotten security questions

Dear Community I am for whatever reason unable to reset my security questions do to the fact that the link to use that feature is for some reason not provided below those security questions, I ask you today for you're help in figuring out why it is unable to complete this action.

iPhone 5s, iOS 8.4.1

You need to ask Apple to reset your security questions. To do this, clickhereand pick a method; if that page doesn't list one for your country or you're unable to call, fill out and submitthis form.

Either you set up that email as an alternate email instead of a rescue email, or something's wrong at Apple's end.
