Apple id disabled for security reasons

My friend somehow needs to activate his Ipad , when we enter his appe ID we get a Apple ID disabled for security reasons.

When we go to change the password we get the message

No Apple Id found. We can't find an Apple ID matching the information you provided. You may have entered that doesn't exactly match our records.

We can't change the password in iForgot. And we know the password, that's not the issue. The issue is that we get the message 'No Apple Id found. We can't find an Apple ID matching the information you provided. You may have entered that doesn't exactly match our records.' when we try to change the password. But when we try to activate the iPad with that apple ID we get the message ' Apple ID disabled for security reasons.'
