Make sire that they are in iTunes in the correct format. They will appear in the tones folder.
Then just sync them to the iPhone.
This work for me in iTunes 12.2.2.25...
1) In Mac iTunes, find your song then right-click on the song and select "Create AAC Version"
2) In iTunes find and right click on that AAC version and select “Get Info”. Choose “Options” tab. Set start and stop time of the part of the song you want to be your ringtone.
3) Right-click on the song that you have just edited, and then click “Create AAC Version”.
4) Right-click the short AAC song you just made with a short time associated and “Show in Finder”
5) go back to iTunes and delete the song in iTunes–making sure that you click “Keep File”. Do not move to Trash
6) In the Finder window you opened in 4), change the file ending from .m4a to .m4r. Click Use m4r if you get a warning.
7) Drag that renamed file into iTunes and it should show in your ringtones.
The renamed file with extension .m4r is not being dropped into iTunes. When I drag it over from the desktop into the Tones folder, nothing happens.
iTunes does not give a confirmation it has been copied properly. Did you go to the tones folder? In iTunes, select the three dots for more in the top left. Select tones. Your file should be there.
It worked. Recreated ACC version, moved to desktop, deleted all files from iTunes, changed the extension of the file, and this time it got dropped in the Tones folder. Thank you!

Confirming that after you create an ACC version in iTunes and copy it to the desktop, it is important to delete that song from iTunes. If you do not delete it, you will not be able to add it to the Tones folder....
