Are there certain properties of the songs that I can change so that they can transfer to the ipod when they sync?
Songs downloaded via Apple Music won't sync, neither will those that iTunes cannot locate. Typically unchecked songs are also excluded. A little more detail about the issue might help.

The songs play fine on my computer, so itunes can locate them. They are checked. They are audio files I downloaded online. Could it be related to the files being compressed/zipped? Like I said they play fine on my computer. Thanks
Possibly. What information does iTunes provide for Kind, Bit Rate & Sample Rate?

Kind - MPEG audio file
Bit rate - 24 kbps
Sample rate - 22.050 kHz
It might be that sample rate. Oddly I cannot see where in iTunes you might see sample size. CD is 16 bit at 44.1kHz, but I know some high end media is 24 bit at 48kHz. Other rates are possible but I suspect the iPod has limited support.

Set your import setting under Edit > Preferences > General > Import Settings. for example to 192k mp3, then right click on a track and use Create MP3 version. Assuming it works with a single sample test out a couple of alternate rates to see which is most effective at keeping the quality reasonably the same and not making an unnecessarily larger file in the process. Then you can do them as a batch and archive the originals.

thank you so much for your help. it does in fact seem like the sample rate was the problem. i used the settings described here and the files are syncing successfully to my ipod. i will check the sound quality and post back here to confirm that everything has worked. thanks again
I wouldn't convert to .wav. You will make larger files that cannot hold metadata or embedded artwork.

The audio quality turned out fine. The .wav files are large, but thankfully that does not matter for me
