iPad Mini screen flickers at the bottom

Good day!

My iPad mini's screen is flickering at the bottom. It seems like a small portion of the top screen is being reflected in the bottom with lines. It is out of warranty. What can I do? Thanks!

When I try to screenshot, the lines do not show. I tried restarting it several times. It disappears after restarting and after few minutes, flickering returns.
