I forgot my security questions and I can't change them?

So, I want to purchase some apps but it asks for my security question answers and I forgot them, when I tried changing them I looked up on how and it said it gave you an option of a rescue email or it just said "change" or something like that. Anyway, those options don't show up for me and I'm not able to change them, someone please help! Thank you.
