ICloud Photos not synching to iPad

I have multiple family devices (iPhones & iPads) synching to my iCloud photo library but I cannot get my personal iPad to work. It has not updated since I made the transition to Photos and iCloud storage. I have tried all the solutions I can find like restarting iCloud Photo Library and iCloud Photo sharing but nothing has worked. Another suggestion was to reset photo stream but that option in no longer exists in iCloud. Any help appreciated!

Have you tried logging out of your iCloud account, restarting your device and then signing back in again.

YYes, I have tried logging out of iCloud and back in multiple times. Dumbfounded!

I wonder if you have some corrupt images on there. Perhaps you could transfer any images that are only on that device by USB, turn off iCloud Photo Library, then delete all the photos left on there before enabling iCloud Photo Library again.

So I turned off iCloud photo library, deleted all photos, emptied the trash, logged out of iCloud and then restarted the iPad, iCloud, and iCloud photo sharing. Now the photo library is completely empty "No Photos or Videos" and no signs of anything loading. Stumped and would appreciate any other ideas.

You still have the libraries on your other devices, right ?

I Still have photos and albums libraries. Having just opened the app it now says "32 photos" but no photos appear and if I press on the 32 photos text the application quits. Thinking something is corrupt but what to do!

Just to confirm before we go any further.

Do you still have all your photos and albums in the iCloud photo library on your other devices and at iCloud.com.

Do you have any projects in the library that is giving you the problem. Have you tagged any faces.

Yes, all my photos are still on all my other devices and iCloud.com

no projects in the iPad library or on any other devices

i have tagged faces on Photos in my MAC but not on any IOS devices

My suggestion would be to start a new library from scratch on the problematic Mac, but this would lose your list of faces. (although not the actual face tags). I guess it depends if you can live with this.
