Why is there Limited ibook content in South Africa?

I have seen the South African App and Music Store come a long way in South Africa. From having absolutely no games or music it has had a good turnaround. The only thing that is still seriously lacking is the iBooks store. It only give us ancient free content and we are not able to purchase any new content. Why is this?? Can we not have access to the propper store in South Africa?
