As of this morning the following issues have been resolved by Apple:
Apps not downloading/hanging on download,
iCloud access in general,
iBooks blank page
Mail HTTP links not working
This items now appear to work correctly on iOS 8.4.1
NO USER WORK AROUND NEEDED.

Most people were not having any problems with these items; you may have been with your individual device.
Please read through this forum. There are at least 5 threads on this subject.
Again, that's only a handful of people out of the millions who've downloaded iOS 8.4.1.
I count over 200'000 items in this forum, that is 200K plus people who have, or have had problems. If my or anyones iPhone is not functioning properly, and support cannot fix it, it is an issue for Apple. We handful have simply wasted our money?

Sorry, you're mistaken. 200K views does not equal the number of people who have the problem, and even if it did, it's still only a tiny minority of the people who've downloaded iOS.

No, that's 200, 000 posts, not 200,000 people with problems. You've already posted 2 times in this thread with your problem. There are many people who post multiple times (sometimes in multiple threads) about the same thing. I post a lot but I have almost no issues.
