My daughter has an iPod touch (4th gen) and it has broken catastrophically. She cannot afford to replace it right now and would like to recover her data, especially photos, from her iCloud back up to a PC how do I do this?

You can only use the back up to restore to a new device.
So far as photos go, did she use iCloud Photo Library.
Not that I am aware of. Unlikely if she had to manage them in a special way.
She took photos and looked at them on the iPod.
I have realised that her brother has an iPod (5th), could that be used to restore her photos ? He uses different Apple ID.
Could I back up his photos and then restore her photos to his iPod and then recover them that way?
Yes you could do that.
But before you do, it might be worth having a look at iCloud.com and seeing if the photos are there.
IF you do a restore through her brothers device, it might be worth turning on iCloud Photo Library while you are there. (Settings > Photos & Camera)

It would seem that she had her photo library turned off so her photos are not present in the iCloud. The backup is 5.8 Gb so need to go to Plan B.
Plan B: persuade brother to loan his iPod to recover the backup. 😀
Just note that after the backup is restored to her brothers iPod all of his data will be gone from it, so back it up first.
Thanks. I was working on the basis that his content can be backed up using his apple ID. Then log him off. Log her on and restore her things. Connect to the PC and save her photos. Then she can log off and he can login again and restore his stuff.
