IOS update 8.4.1 failure

I have repeatedly tried to update my iPhone 4S and iPad2 with IOS update 8.4.1 and get the same failure message - 'there is a problem downloading the software...an unknown error occurred (-23)

Any ideas on how to solve this?

How are you attempting to update - over the air or via iTunes on a computer?

Check and temporarily disable any firewall of anti-virus protection installed on your router. Also make sure your version of iTunes on the computer is up to date.
