iPad 2
I would try to download the app again from the app store, but I don't know what app it is, it has no title. When I delete it it says Delete ""
I've tried turning my iPad on and off, restarting it, and going to Settings>General>Usage>Manage Storage but the app doesn't show up there.
HELP!

If I understand your issue, you have an app installed on your iPad that does not have a title to it, and you aren't able to delete it. The first thing I would suggest is to try to redownload the purchase using the App store app on your iPad. If you tap on Updates, then Purchased, you should see the icon for the app even if you don't see the title. The app developer should also be listed. From this screen you should be able to update the app, and then you can delete it.
