I'm sorry to hear you are having this issue with your iPad and iCloud. If you continue to get this "Verification Failed" error, you may want to try resetting your network settings as noted in the following article (the article is aimed at a slightly different issue, but the steps are useful more generally as well):
Reset your Network Settings. Tap Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you’ve used before.
