Error message when transferring music to new Ipod Touch

I have an old Ipod Classic and have been trying in vain to transfer the music to my new Ipod Touch. I found the Syncios program and have no problem transferring the music from the Ipod Classic to my computer. However, when I use ITunes to transfer the music from my computer to the new Ipod Touch, the music appears as if it has transferred, but when I click on a song to play, I get an error message that says I can only listen to the music if connected to wifi and use cellular data. When clicking on the 3 dots after the song, I don't get the option to listen without wifi. Please help! This is beyond frustrating!
