iMovie for iOS " question is ,can this apps export full hd video to upload to youtube or save in camera roll? 🙂

Yes it supports 1080p at 30fps and movies can be shared either to the camera roll or online. I would caution though, while it should run on your 4s with iOS 8.3, the current version of the app is optimized for iPhone 5 or newer, which means your experience may not be optimal on older phones. 😉
