Text Messaging Frustration

Why isn't my daughter getting texts from me? We both have iPhone 6s. I have data, but she doesn't. She also has an iPad with no cell, just wifi. I want her to be able to get my text messages on both devices as she sometimes has not wifi. I have my SMS, MMS, and iMessage turned on. She also doesn't get cell texts from my husband who also has an iPhone 6. iPhones in the family are causing a huge problem and seem pointless if my daughter can't receive our texts. The main problem right now is that she can never receive cell text messages from me. Please help.
