Do all Mac Mini's come with iLife applications? Mine is the Mac Mini Intel Core i5 MGEN2LL/A but came with absolutely none of the advertised software (Garageband, iMovie, Keynote, Pages, iPhoto)

Go to the Purchased section of the Mac App Store when it is signed into the ID initially used for the Mac. You can then download them for free.
All new Macs come with iLife, but you must download each through your Purchases page in the App Store. They are not pre-installed any longer.
I have tried that. However, it still tries to charge me for each of the the applications. I noticed that when I did my first update it installed iPhoto (now Photos) but nothing else came up. Anything else I could try?
Where did you buy it?
iLife comes with the machine, but only for the original buyer. If you bought it second hand, the license for those apps is not transferrable. You would have to buy them.
As I said, is the Mac App Store signed into the ID that was originally used to setup the Mac?
No. It was an open box item from Best Buy but it was reset to default settings. Would that make a difference?
Yes. Return it if you can. Whoever originally purchased it already used the free licenses. If you want to keep that machine, you'll have to pay for the apps.
