If I block a specific number in my Settings, can I still call or text that number if I choose to? Also, how does it show on the other person's end when they send a text or call?

Yes, you can still call or text them. The block is on incoming calls and messages, not outgoing.
As for what they see, they will have no idea they've been blocked unless you tell them (or they figure it out because you never answer them).
