How do i sync my outlook contacts and calendar from my lap top to my iPhone 6 plus. I want to use both but keep them in sync.

If you mean Outlook and not an MS Exchange server, connect the phone to your computer that has the latest version of iTunes on it, click on the iPhone icon in iTunes, then click Info in the left menu and choose what you want to sync.
If your Outlook connects to an MS Exchange server go to Settings/Mail,Contacts,Calendars, click on Add, choose MS Exchange, and follow the prompts.
When I follow the first steps and click on info, i don't get any choices it just says it syncs with the cloud.

You can sync contacts via iCloud OR using a USB cable. You can't do both. So you need to go to Settings/iCloud and turn off Contacts. When prompted choose "leave on iPhone." Then you can sync via USB cable. You may want to do the same with Calendars and Notes.

Its a 2 way sync over USB or WiFi. Each time you sync changes on either Outlook or the iPhone will sync to the other.
I'm having the same issue, but when I go to Settings, Outlook or Windows Contacts is the only option I'm being given. We just switched over to MS 365 Exchange Server. When my phone synched this morning, everything went wrong.

In ITunes, when I select Info to Sync Contacts with Outlook, there are two options: All contacts, and Selected groups. In the Selected groups, there are two 32-digit lines of numbers/letters. What are these? Are they two address books of some sort?

If you are using an Exchange server you need to set it up by adding it Settings/Mail, contacts, calendars. Once set it up your Exchange contacts will sync directly to the contacts app. As will Calendar, Notes, Tasks and Reminders. And it will sync in real time; you should not sync to iTunes after setting it up this way.
