iPhone 5s blocked without personal message help

Ok guys so, my iPhone 5s my girlfriend broke my screen so, I went to a store in my country DOMINICAN REPUBLIC to get a new screen, i got a 5s with iCloud.. and i saw that the phone i got has an email and is blocked with iCloud, but i wanna get in contact with the owner of the phone, i can only see a few letters because i'm not allowed to see the complete email of the owner... can someone of you guys can help me !! I'll really appreciate it ..
