I have a problem trying to activate iphone 4

Okay, so basically, no sim card. And ITunes keeps popping up with an error that consists of " We're sorry, we are unable to continue with your activation at this time" i would like to use my old IPhone as a music player. I need help with this. as soon as possible please.

iPhone 4, iOS 7.0.1

Do you have no SIM card or does your iPhone 4 not have a slot for a SIM card?

Borrow one from someone or get one from your cell provider to use and activate the phone.
