Sorry to hear that the touch screen your iPad is becoming unresponsive during use. There are a few things that you can do to get it working again.
Take a look at troubleshooting below. Ensure that the screen is clean as well as your hands. If after trying all the troubleshooting and you are still experiencing issues, then you will need to contact Apple Support for further assistance.

Fix your touchscreen
Make sure your hands are clean and dry, then try these steps:
- If you have a case or screen protector on your device, try removing it.
- Clean the screen with a soft, slightly damp, lint-free cloth.
- Unplug your device.
- Restart your device. If you can't restart, force your device to restart.
If your touchscreen still doesn't respond like it should, contact Apple Support or take your device to an Apple Retail Store or Apple Authorized Service Provider.

If it was a dirty screen or anything like that, I wouldn't expect that other apps work fine at the same time, nor that stopping and restarting the apps which are not working would fix the issue (without cleaning the screen).
