When I delete a photo from my iPhone it is also deleted in my iCloud Photo Library. Can I delete a photo from my device but retain it in the iCloud Photo Library?

No, but you can reduce photos on the phone in size by setting "optimize" feature in settings - icloud - photos, under photo library.
That will reduce photos in size and give you more space on the phone.
