Q: There was an error downloading this photo from your iCloud Photo Library

I'm on iOS 9 beta in my iPhone 6 Plus. I use iCloud Photo Library. I set the option for optimized storage. The expected behavior is that I can click on a thumbnail and the full picture downloads. For weeks this has not been the case. Instead in the lower right hand corner of the photo is an exclamation point in a circle. If I click edit I get the error message that is in the title of this post.

I don't think there really is expected behavior with Beta software. You may want to contact developers forums for support.

I recently had this problem also. I think I actually figured out how to fix this. I just went to my:settings>icloud>photos>download and keep originals. This should help fix your problem.

I've been having the same issue with iOS9. It's not the beta version either. It seems a lot of my edited photos are stuck in the cloud. Attempted to turn off icloud and reload all of the photos with no luck. To the comment "download and keep originals"....that just tells your device to download all of you photos, which when you have nearly 100gb of photos, is not possible on an iphone, and not really desired.

    Any input would be helpful!

I struggled with this problem for a while. At some point I did a complete encrypted backup thru iTunes, a complete reset of my iPhone, put the iPhone in recovery mode and then did a full restore. It's been working for me since that time.
