iPod Touch activation

I've recently upgraded to an iPhone 6, so I'm passing my iTouch down to my sister. I reset the device so I could wipe all of my stuff off of it, and now it wants me to activate it using wifi or iTunes. The device comes to a page that says "Activate iPod" and it says this:

"This iPod is linked to an Apple ID. Enter the Apple ID and password that were used to set up this iPod."

The first time, I tried my Apple ID (which is definitely the one I used the first time around) and it didn't accept it. So I removed the device from my Apple account, as was suggested on the activation help page for people who weren't physically with the person who originally owned the iPod. The device is definitely off my account, but it still insists it needs, but will not accept, my Apple ID.

Is there a way to reset or bypass this?
