my iphone is disabled and i cannot seem to remember the apple id and password

My Iphone 5s cannot be activated because it is asking for a icloud account with which the phone had been set up. But surprisingly, I do not remember the icloud id and it's password and phone is not activating now. I have tried all my id and password and it has disabled for security reasons. What to do?
