Why don't all photos on my phone sync with the iCloud folder on my laptop?

I set up iCloud on my laptop at the start of the summer and at first, all the photos I took on my phone would appear on my laptop straight away. However, they stopped appearing on my laptop at around the start of August and I would like to know how to view the photos from my phone on my laptop.

Additionally, when I removed certain photos from iCloud on my laptop and put them in a separate folder (how I prefer to organise my photos), the photos were not deleted from my phone - why not? How can I make it so that they are deleted from my phone when I delete them from my laptop?
