photos got deleted but still take storage

After my iPhone 4s (with ios 6) fell the screen became completely dark 2 years, I sent it to repair and when I got it back I noticed all the photos and videos I had got deleted, however they still take the same storage they did before (I now have about 400 pictures\videos which take 9.4 GB)and when I go to Settings -> General -> About it says I have over 1000 pictures.
Is there any way I can get these pictures back?
