control centre and notification panel
i m not able to swipe up my control centre or swipe down the notification panel during home screen
i need to restart the phone again

Try this first. Hold down on the sleep and home buttons at the same time for about 10-20 seconds until the Apple logo appears on the screen. If that doesn't fix it, go to Settings>General>Reset>Reset all Settings. No data will be lost, but all device settings will have to be re-entered including WiFi network passwords.
