Do you mean the format of photos in the iPhoto app?
What do you mean by downloaded?
Importing a photo does not convert the format.

my best guess is you are asking about importing photos - if so yes - an import makes a bit of bit copy of the photo and by default (and very strongly recommended) stores it in the iPhoto library - it also makes a smaller JPEG preview and a very small JPEG thumbnail of the photo - if you need the exact original export it (file menu ==> export) using one is original
